The Environment Agency has quietly raised the number of at-risk properties by 22% this year. What's driving it, and what it means for household preparedness.
The Environment Agency's National Flood Risk Assessment updated the number of English properties at risk from surface water flooding alone to 4.6 million — a 22% jump on the previous model. That is not because the rain has suddenly changed. It's because the modelling has finally caught up with the built environment.
Three factors are converging. First, drainage infrastructure sized for 20th-century rainfall is now regularly overwhelmed. Second, permitted development has pushed housing into flood plains that would once have been refused. Third, the jet stream is spending more time locked in patterns that dump 24-hour totals not seen since the 2007 floods.
The practical response for households is layered. If your postcode sits in Flood Zone 2 or 3, register for Environment Agency Flood Warnings by SMS (free). If you're in Zone 3, budget for property flood resilience — self-sealing airbricks, non-return valves, a portable pump — before the next event, not after.
Beyond the fabric of the house, the emergency kit changes shape. Sandbags are largely useless. What actually works: flood barriers, a wet/dry vacuum, waterproof storage boxes at 1m height for documents and electronics.
The one number worth knowing: 15cm of moving water can knock an adult off their feet. Never drive through a flooded road — 30cm is enough to float most cars.
